— It is rumored, that the Registrar of Voters (ROV) shall no longer place the Republican or Democratic Candidates for that Party’s Central Committee on the Ballots for all Registered Voter by Party members, - the only requirement for membership in the Party.  The Chairman of the Party will nominate and select the members of the Central Committee. Ostensibly it will save time and money for the ‘state’. There is no consideration of “consent of the governed” in this rumor of a decision, let alone the concept that the State, with the other levels of Federalist organization of our Republic,. serve "Consent of the governed" and "We the People in order to form a more perfect Union...".

That the decision deletes the Republican form of Representative government – is ‘frozen’ and absent knowledge of the contents of both U.S. and California Constitutions of either the Chairman of the Party — or The Registrar of Voters. Coincidentally  this “rumor” contributes to the removal of the Republican form of government present in Article II: 5(a)(b) which stipulates,  written by political party members, that “..All voters may vote at a voter-nominated primary
election for any candidate for congressional and state elective office without regard to the political party preference disclosed by the candidate or the voter.. ..”Except as otherwise provided by Section 6, a candidate for a congressional or state elective office may have his or her political party preference, or lack of political party preference, indicated upon the ballot for the office in the manner provided by statute...”.

The ‘rumor’ decision by the ROV with the Chairman to cooperate with each other assists, at one Party to continue to declare only those party members who contribute money, shall have be considered as members of the Republican Central Committee; and no Registered Party Voter at large can be a member of one of the twelve committees. That means only donating members shall have a say in the Philosophy, Platform – Personal Public Morality - and positions of the Party.
