CVRA divides cities into districts by skin color, except white; and even if that is a falsehood, still divides a city "scattered, disorganized" into parts, with each part permitted to only elect that person who lives in that part, except - get this -- the hierarchy of his majesty "The Mayor"; and school boards perform the same iniquity, but among them, they didn't even consider all of the citizens of that city --- just those with students and even then providing all information in the languages needed.
